Cabinet Asks Parliament to Ratify Second Amendment to Recovery, Resilience Facility Financing Agreement with EC

The Council of Ministers has proposed that Parliament ratify the Second Amendment to the Recovery and Resilience Facility Financing Agreement between the European Commission and the Republic of Bulgaria, the Government Information Service said on Wednesday.

The amendment to to the agreement was approved by the Council of Ministers on August 13, 2025, as a basis for negotiations. It was signed in Brussels on August 18, 2025, on behalf of Bulgaria and on August 22, 2025, by the European Commission.

The Second Amendment to the Recovery and Resilience Facility Financing Agreement sets out the updated financial contribution in the form of EU grant support to Bulgaria. All other provisions of the Financing Agreement remain unchanged. Under the amendment, Bulgaria would receive an additional EUR 485,327,545, bringing the total EU grant support under the Recovery and Resilience Facility for this country to EUR 6,174,106,145.
