In 2026, the National Association of Municipalities in the Republic of Bulgaria (NAMRB) will focus on accelerating European investments, ensuring the financial sustainability of municipalities, implementing sectoral reforms in waste management, energy, and transport, as well as advancing the digital transformation of local government. These are outlined in the organization’s program, presented and adopted at the 39th General Assembly in Sofia on Tuesday.
The program was presented by Donka Mihaylova, Deputy Chair of the NAMRB Management Board and Mayor of Troyan.
Key priorities include the completion of over 2,100 projects under the National Recovery and Resilience Plan within short deadlines. NAMRB will monitor progress, report delays, and advocate for accelerated reporting and disbursement of funds. Currently, around 900 projects are being implemented under European programs, mainly in the social sector, while infrastructure investments under integrated territorial investments remain a challenge.
The association will also actively participate in preparing the new EU multiannual financial framework for 2028–2034, under which Bulgaria is allocated EUR 23.3 billion. The goal is for municipalities to have a real role in planning and implementing future investments.
Financial sustainability and decentralization remain key priorities. In 2026, work will begin on developing a new model to assess the adequacy of budgetary subsidies, designed to identify municipalities at risk and support evidence-based advocacy for the needs of local governments before the state.
In the Waste sector, NAMRB will continue implementing the “polluter pays” principle and the transition to waste fees based on quantity. The organization will push for realistic timelines, a clear legal framework, and financial support for municipalities, including in connection with upcoming legislative changes and the introduction of a deposit system.
Digital transformation of municipalities has been identified as a strategic priority. Plans include establishing a Digital Transformation Center and Virtual Municipality, which will serve as a demonstration and training hub for applying new technologies, including artificial intelligence solutions. Support is also planned for implementing electronic document management, strengthening cybersecurity, creating shared IT units, and broader use of centralized electronic services.
Communication with the public will be a strategic focus, especially in the context of NAMRB’s 30th anniversary. Planned initiatives include media campaigns, a podcast, video series, and events aimed at highlighting the role of municipalities in the country’s development.
The General Assembly adopted NAMRB’s 2026 activity program by a clear majority and tasked the Executive Director with organizing its implementation and applying for projects to secure additional financial resources.
