At the General Assembly of the European Network of Councils for the Judiciary (ENCJ), held from June 4 to 6 in Riga, Latvia, the Supreme Judicial Council (SJC) of Bulgaria was awarded the annual ENCJ Award for Positive Change, the Council said on Friday.
In the 2025 edition of the event, three national judicial institutions – Bulgaria, Romania, and Lithuania – presented their innovative solutions in the field of digital accessibility and transparency. The Bulgarian project was presented by SJC member Georgi Kuzmanov through a multimedia presentation and a video demonstration of the electronic application.
Following a secret ballot vote by participants in the General Assembly, the Supreme Judicial Council won the prestigious first prize with its Unified Portal for e-Justice (UPEJ) and the eCase accompanying free mobile application, developed in 2023.
The SJC explained that the portal functions as an electronic database for all judicial cases handled by courts across the Republic of Bulgaria. It consolidates all electronic services related to the justice system and enables online user registration, electronic case access requests, initiation of legal proceedings, submission of case-related documents, and digital payments via a virtual POS terminal. The establishment of UPEJ as the central access point for citizens to information, e-services, and e-justice facilitates access to justice for both citizens and businesses.
The eCase mobile app offers registered users easy and secure access from mobile devices to all publicly accessible cases, personal case involvement, all attached electronic documents, delivery of electronic court papers, and more. The app also includes a synchronization feature that links upcoming court hearings with the user’s mobile calendar. According to the SJC, this significantly increases the efficiency of the justice sector.
