The outgoing Government has approved a plan to promote collective bargaining for the period 2026–2030, prioritizing the expansion of collective bargaining coverage by 2030 through coordinated efforts between the Government and social partners, the Government Information Service said on Tuesday.

The plan has been developed in line with Directive (EU) 2022/2041 of the European Parliament and of the Council on adequate minimum wages in the European Union, as well as the Council Recommendation of June 12, 2023, on strengthening social dialogue in the European Union.

The primary goal of the plan is to raise the coverage of collective bargaining to 20% by 2030. Progress toward this target will be achieved and monitored through the implementation of 24 specific measures, divided into two categories: nine legislative measures and 15 non-legislative measures. Each measure has a defined timeline and assigned responsible institutions or organizations.
