Bulgaria’s National Audit Office sent parts of two audit reports to the Prosecutor’s Office in 2025, the institution said here on Monday.
The reports concern an audit of Lozenets Multiprofile Hospital for Active Treatment EAD for 2022–2023 and a financial audit of the Ministry of Culture’s annual financial statement for 2024. Under the National Audit Office Act, when there are indications of a crime, the audit institution forwards the relevant materials to the Prosecutor’s Office and may not disclose information until criminal proceedings are concluded.
Three audit reports were sent to the Anti-Corruption Commission, 54 to the State Financial Inspection Agency, eight to the National Revenue Agency and 24 to the Public Procurement Agency. The Council of Ministers received 157 audit reports, while 237 were sent to chairpersons of municipal councils.
Four audit reports were forwarded to the Chair of the National Assembly and six more to five parliamentary committees. Fifty-six reports were also sent to the National Association of Municipalities in the Republic of Bulgaria.
In 2025, the National Audit Office adopted a total of 360 audit reports, including 317 financial audits, 28 compliance audits, four performance audits and 11 specific audits.
Eleven financial audit reports resulted in adverse opinions, including those on the Ministry of Culture’s 2024 financial statement, the Scientific and Production Centre State Enterprise for 2023 and 2024, and eight municipalities for 2024.
The National Audit Office said its administrative staff was reduced by 10% in 2025 as part of a reform aimed at more efficient management of public funds. Further optimization measures were approved at its final meeting of the year on December 22, while efforts continue to strengthen audit capacity and attract young specialists.
