Labour Minister: Demographic Crisis Requires Coordinated EU-Level Action

The demographic crisis is not only a national but also a European challenge that demands coordinated efforts and a strategic approach at the EU level, said Minister of Labour and Social Policy Borislav Gutsanov during a meeting with Cosmin Boiangiu, Executive Director of the European Labour Authority (ELA), the Ministry of Labour and Social Policy said on Thursday. The two officials discussed current challenges facing labour markets in both Bulgaria and the European Union.

Gutsanov noted that 24% of Bulgaria’s population is over 65 years old, a trend mirrored in other EU countries. He presented the I Choose Bulgaria initiative, aimed at encouraging Bulgarians living abroad and people of Bulgarian descent to return and settle in the country. The programme provides financial incentives, job assistance, access to childcare, Bulgarian language training, and social integration support. After six months of employment, participants may receive a one-time bonus equal to 30% of six monthly wages in their sector.

Gutsanov emphasized that promoting mobility and return migration is vital for addressing the demographic crisis and supporting the economy, calling it a national cause capable of uniting society and political forces.

During the discussion, both sides highlighted the need for better protection of workers’ rights at the transnational level and clearer regulation for the employment of third-country nationals, who are increasingly entering the European labour market.

Boiangiu presented the ELA’s priorities, focused on coordinated actions to address EU labour market challenges. He underlined that labour shortages are a shared issue across all member states and welcomed Bulgaria’s efforts to develop sustainable solutions.

Gutsanov assured him that Bulgaria will continue working to ensure fair working conditions, equal rights, and social security for all workers, whether Bulgarian citizens or foreign nationals.
