The Movement for Rights and Freedoms (MRF) - New Beginning party Friday has submitted proposals to the National Assembly to amend the National Service for Protection (NSP) Act. The proposed changes include a ban on the use of private vehicles by the NSP and a prohibition on equipping personal cars to operate as special-regime vehicles.
"The NSP is a highly specialized institution tasked with ensuring the security and integrity of state authorities and institutions. Therefore, lawmakers must guarantee the conditions and independence necessary for its officers to carry out their duties professionally," the party said in a press release.
The statement also accused President Rumen Radev of "continuing attempts to use the NSP as a cheap PR platform," describing such actions as "demeaning to the agency’s professionals and damaging to its authority."
On Thursday, the party also proposed allowing the Speaker of the National Assembly, the President, and the Prime Minister to opt out of their personal security details. "This change responds to President Radev’s stated wish to forgo his security, which current law does not permit," the party said. The amendments would allow such a decision to be made through a personal declaration submitted to the NSP chief.
Radev announced on Thursday that, as of October 20, he will use his private vehicle in cases where staff from the presidential administration are forced to rely on their own cars for official duties related to state ceremonies, protocol, and his work schedule. His decision follows the recent parliamentary changes to the NSP’s operations, which eliminated transport services for the presidential administration.
