site.btaCouncil for Administrative Reform Adopts Planning Methodology for HR in Public Administration


In a meeting on Wednesday, the Council for Administrative Reform adopted a Planning Methodology for Human Resources in Public Administration and a Methodology for Workload Assessment, the Council of Ministers’ press service said. The two methodologies will be used in the development and implementation of human resources management policies.
The use of methodologies is not mandatory. They are designed to help state authorities improve administration efficiency.
An annual report for regulatory policy for 2024 was also adopted. It contains various findings on the benefits and shortcomings of regulatory policies, such as planning of legislative administration, impact assessment, public consultations, and administrative weight among other aspects. The last section of the report entitled Institutional Profiles tracks the work practice of the different ministries.
Deputy Prime Minister Atanas Zafirov expressed satisfaction with the implemented reforms. He added: “We discussed serious measures that will improve the quality of Bulgarian administration.”
