The Council of Ministers designated the Ministry of Culture as the Managing Authority responsible for conducting a national competition to nominate a Bulgarian city for the title of European Capital of Culture in 2032. According to the decision, the Ministry of Culture is tasked with publishing an official call for applications from Bulgarian cities by December 2025, the Government Information Service reported.

The competition will be held in two stages - preliminary and final selection. Candidate cities will present specially developed cultural programs, which will be evaluated based on their European dimension and potential for long-term cultural, social, and economic development.
