The first item on Wednesday's agenda is a proposal to hold a national referendum asking: "Do you agree that Bulgaria should adopt the euro in 2026?"
The National Assembly is debating a proposal for a national referendum with the question, “Do you agree that Bulgaria should adopt the euro in 2026?”, submitted by President Rumen Radev. The administration of the head of state did not send a representative to explain the reasoning behind the proposal.
The proposal for a referendum was submitted by the President on May 12, 2025, was rejected by then Parliament Chair Nataliya Kiselova and is now getting reintroduced to the legislature after a Constitutional Court ruling said that Kiselova had acted unconstitutionally.
Parliament Chair Raya Nazaryan explained that at 8 in the morning the presidential institution was notified that the proposal would be discussed and that someone needed to present its motives. “If there is no one to present them, we will proceed to the debates,” she said. Then MECh requested a second 30-minute break; Nazaryan granted 15 minutes and stated she would make another attempt to contact the presidential institution. The first break - also to allow a representative of the presidency to appear - lasted half an hour at the request of Vazrazhdane.
After the session resumed, Raya Nazaryan announced that she had made several more attempts to contact the President's Office but there was no response. She noted that since May the motives have been public and everyone is familiar with them. According to her, no one other than the author of the motion can present the motives.
“A referendum must take place - that is mandatory,” declared Kostadin Kostadinov, leader of Vazrazhdane. The parliamentary group are the sponsors of the agenda item.
