With 201 votes in favour, Parliament passed on first reading Friday unanimously a new extension to the Act on Application of Provisions of the 2022 State Budget of the Republic of Bulgaria Act, the 2022 Public Social Insurance Budget Act and the 2022 National Health Insurance Fund Budget Act. The amendments were tabled by the former caretaker government, led by Galab Donev, as the first extension of the 2022 budget expires on June 10.

According to Finance Minister Assen Vassilev, there is no need to use funds under the State Fund for Guaranteeing the Stability of the State Pension System (the Silver Fund). He proposed the bills that allow the government to spend money from the Silver Fund be deleted and reminded that the draft revisions of the 2022 State Budget were tabled by the caretaker government.

Vassilev urged MPs to shorten the period between first and second reading so that next Wednesday the amendments could pass, allowing municipalities and the Health Insurance Fund to make payments above their 2022 limits.

There must be a minimum fiscal reserve of BGN 4.5 billion. Currently, there is a fiscal reserve of BGN 10 billion. Thеse BGN 4.5 billion should remain unused and the rest of the 10 billion can be used for normal payments, both under European or national programmes, he added.
