Parliament voted on Wednesday to assign the State Agency for Road Safety (SARS) the task of creating and maintaining a single national register of electric scooters and their owners. MPs adopted at first and second reading in a single sitting amendments to the Road Traffic Act, submitted by BSP – United Left Deputy Floor Leader Kiril Dobrev and GERB-UDF MP Andrey Runchev.

The amendments provide that, in addition to information about owners, the single national register will also include the factory or serial number, make, model, continuous rated power of the electric motor, maximum design speed, unladen weight, the region and municipality where the registration was carried out, and the registration number of the electric scooter.

The changes refine recently adopted provisions in the Road Traffic Act, which require municipal councils to determine, by ordinance, the terms and procedure for the registration of electric scooters. Under the amendments, within three months of their entry into force, the Council of Ministers must adopt the relevant ordinance, and within five months the electric scooter register must be established.

In addition, the amendments allow for the installation of devices on traffic lights intended for traffic rule enforcement and video surveillance.
