Deputy Prime Minister Atanas Zafirov and Bulgaria Representative of the UN High Commissioner for Refugees (UNHCR) Seda Kuzucu discussed Bulgaria’s progress and challenges on migration and asylum issues during a meeting at the Council of Ministers, the Government press service said here Wednesday.
During the meeting, Zafirov emphasized the need for a clear distinction between refugees requiring humanitarian assistance and other migrants, and the importance of a comprehensive and structured approach addressing both the root causes of migration and measures for return and readmission, border management, combating human trafficking, and capacity-building in transit countries. He stressed that such an approach would help prevent illegal migration and loss of human life.
Kuzucu, for her part, confirmed the necessity of continued cooperation with the Bulgarian Government. UNHCR presented data from a socio-economic survey of Ukrainian refugees in Bulgaria. Discussions also covered ongoing cooperation with the State Agency for Refugees under the Council of Ministers and the preparation of a completely new law on international protection, aligned with the EU Pact on Migration and Asylum.
Zafirov noted that collaboration on the draft law must continue and expressed general support for the Strategic Compass protection and integration centers in the country to continue their work.
The meeting also clarified that, following amendments approved by the National Operational Headquarters, children aged 0-16 will be eligible to benefit from the Program for Humanitarian Support and Integration of Displaced Persons from Ukraine with Temporary Protection in the Republic of Bulgaria, effective from 1 May 2025. Previously, the programme covered children aged 0-12.
