Chief Commissioner Yavor Serafimov has been appointed Deputy Secretary General of the Interior Ministry by order of Interior Minister Daniel Mitov, the Ministry said on Wednesday. In his new role, Serafimov will continue to lead the specialized operational task force for analysing and countering money laundering.
The removal of Bulgaria from the Financial Action Task Force (FATF) "grey list" of jurisdictions under increased monitoring is among the main priorities of both the Interior Ministry and the government. Those countries are subject to increased monitoring due to deficiencies in countering money laundering and terrorist financing. Bulgaria was put on the list in October 2023, the Interior Ministry said.
The inter-agency structure, headed by Chief Commissioner Serafimov, was established on the Interior Ministry's proposal, and at the end of 2025 the Council of Ministers adopted a decree on its formation. The purpose of the specialized task force is to unite the resources and efforts of the competent law-enforcement authorities of the Interior Ministry (the General Directorate National Police and the General Directorate for Combating Organized Crime - GDCOC) together with the Customs Agency and the National Revenue Agency under the Ministry of Finance, as well as the State Agency for National Security, in countering money laundering.
Yavor Serafimov joined the Interior Ministry in 1999 and held various positions, including Deputy Director and Director of GDCOC. Since May 2025, he has served as Deputy Director of the General Directorate National Police. He has been repeatedly awarded for outstanding professional achievements.
