The Ministry of Economy and Industry has published a progress report on its website detailing the implementation of measures under the governance programme for the 2025–2029 period. According to the report, the annual program for 2025 has been developed, comprising 126 measures to support small and medium-sized enterprises (SMEs) in areas such as entrepreneurship, market access and financing, digitalization, skills development, business environment, and environmental sustainability.

A total of 18 institutions are involved in the implementation of these measures.

A conceptual plan has also been prepared to upgrade the National Investment Portal, aiming to better meet the needs of investors and stakeholders.

The Ministry reports actively supporting the participation of Bulgarian companies in international NATO and EU procurement processes. As a result of informational campaigns, 8 Bulgarian firms have been nominated to take part in 14 NATO tenders.

A draft amendment to the Consumer Credit Act has been prepared, aimed at adapting the legal framework for consumer protection for new forms of credit - specifically by regulating online consumer loans and new business models such as installment sales of goods and services.

Additional draft laws have been prepared to improve the legal framework for the remote provision of financial services, covering consumers’ right of withdrawal from distance contracts and the requirement for clear information to be provided to consumers.

Preparations are underway for business forums with Kazakhstan and Hungary, to be held during sessions of joint intergovernmental commissions. Plans have also been coordinated to organize forums with Saudi Arabia and Japan.

Finally, the report notes that Bulgaria is developing its first project under the EU Net-Zero Industry Act and is creating a Single Contact Point to support the application and evaluation process for clean technology projects.
