About 1,200 Complaints Filed with Energy Regulator over High Electricity Bills, Review Ongoing

Around 1,200 complaints about inflated household electricity bills have so far been submitted to the Energy and Water Regulatory Commission (EWRC), its Chair Plamen Mladenovski told journalists on Thursday. He explained that the complaints were still under review and that these were only preliminary aggregated figures.

On February 4, the Commission reported that, by order of its chair, it had launched an extraordinary inspection following media reports and consumer alerts about unusually high electricity bills for household customers. The signals concern invoices issued for December 2025 and January 2026 to clients in different regions of the country.

Mladenovski urged citizens not to submit complaints merely “to flood the regulator”, as some calls on social media had suggested. He explained that such mass submissions created an enormous volume of information and slowed down the checks, making them more difficult to complete. Asked when the inspection was expected to end, he said that new complaints continued to arrive, which was extending the timeframe.

As for what actions would be taken if actual overcharging were established, Mladenovski said each case would be assessed individually. If the problem was due to a technical error, for which there were already substantiated complaints, the consumer’s bill would naturally be corrected. If deliberate abuse were proven, sanctions would be imposed. He added that the share of invoices affected by technical errors was very small, but such cases did exist. There were also fully justified complaints where mistakes had indeed been made and, once identified, the electricity distribution company had corrected them immediately, he further said.
