The Council of Ministers has proposed to the National Assembly to approve a bill on the collection of revenues and the execution of expenditures in 2026 until the adoption of the State Budget Act for 2026, the Budget Act of the Public Social Insurance, and the Budget Act of the National Health Insurance Fund, the government information service said on Monday.

The Rossen Zhelyazkov Cabinet proposed a controversial budget bill that was withdrawn under the pressure of mass protests - which have also led to the government's resignation.

In the absence of an adopted state budget by the beginning of the budget year, Article 87 of the Public Finance Act regulates the main issues related to the collection of revenues, the execution of expenditures, the provision of transfers, and the raising of state debt, taking into account enacted decisions of the National Assembly and the Council of Ministers that provide for additional or reduced budgetary funds, and in compliance with fiscal rules and the fiscal targets approved by the Council of Ministers in the medium-term budget forecast.

The proposed bill aims to establish a legal framework that, on the one hand, ensures the smooth functioning of the state and municipalities and, on the other hand, guarantees the rights and legitimate interests of citizens by providing legal certainty with regard to the payment of wages, pensions, social benefits and other social payments, the use of tax preferences and reliefs, as well as the execution of other payments.
