Building Permits for New Residential Buildings in Bulgaria Up 8.5% Y/Y in Q3 2025

The number of building permits issued for new residential buildings in Bulgaria rose by 8.5% in the third quarter of 2025 compared to the same period of 2024, the National Statistical Institute (NSI) reported on Monday. The number of dwellings in these buildings increased by 46.9%, and their total floor area by 32.3%.

Permits for administrative buildings fell by 11.1% in number and by 75.6% in total floor area, while permits for other types of buildings grew by 9.4%, with their floor area up 19.4%.

Quarter on quarter, the number of residential building permits increased by 11.9%, the number of dwellings in them by 34.2%, and their total floor area by 13.1%. The number of administrative buildings rose by 6.7%, although their total floor area dropped by 37.9%. Permits for other buildings increased by 5.1%, and their floor area grew by 18.6%.

During the third quarter of 2025, local authorities issued permits for 2,292 residential buildings with 13,541 dwellings and a total floor area of 1,475,933 sq. m, 16 administrative buildings/offices with a total of 14,736 sq. m, and 1,271 other buildings with 683,709 sq. m of total floor area.

According to NSI data, in the third quarter of 2024 compared to the previous quarter, the number of residential building permits rose by 9.2%, while the number of dwellings in them decreased by 10.3%, and their total floor area declined by 6.4%. Compared to the third quarter of 2023, permits for new residential buildings increased by 0.3%, the number of dwellings fell by 6%, and the total floor area decreased by 1.8%.
