site.btaDemocratic Bulgaria Tables Amendments to Education Act to Prioritize AI and Digital Skills


Democratic Bulgaria has submitted a bill to amend the Preschool and School Education Act aimed at prioritizing digital skills and artificial intelligence (AI).
According to the proposal, digital competence, including the ability to use modern technologies and AI-based applications, will become a specific objective of general education. The state will be required to actively promote the adoption of innovation and technology in schools.
The bill also proposes greater autonomy for local communities, increased flexibility for educators and institutions, and freedom of choice for parents.
For the first time, legal definitions for key educational concepts such as “equal access,” “quality education,” “well-being,” and “competencies” are introduced—aiming to provide clearer policy direction and accountability for institutions.
A new school subject called "Virtues" is proposed, focusing on constitutional, European, and fundamental human values. The subject of Religion will remain optional, with access ensured to all major religious traditions in Bulgaria, as well as a non-confessional alternative, safeguarding freedom of belief and parental rights.
Additionally, the bill includes a ban on mobile phone use by teachers during class, emphasizing the importance of setting a positive personal example for students.
