National Economic Council Discusses Launch of National Dual Education Project

The National Economic Council to the Economy Ministry, held a meeting on Tuesday at the initiative of caretaker Economy Minister Nikola Stoyanov and discussed the preparations of the launch of a national project on dual training, Stoyanov's ministry said in a press release. Among the main topics discussed were the shortage of staff and the improvement of their qualifications, the competitiveness of Bulgarian companies and the government's measures to curb inflationary processes.

The aim of a national dual education project is to take country level measures for a wider implementation of this form of training, which in the long term will help to solve the problems with the lack of workforce and qualified personnel. "We are considering all state-owned enterprises to effectively advocate dual training as an additional incentive to promote it across the country," Stoyanov explained. He said that several smaller projects in this field are already being implemented in Bulgaria, but noted the need for coordinated action at national level. Employers' organizations expressed support for the decision and stressed that this was a long-awaited measure. "Our goal is to prepare, together with the Education Ministry and employers' organizations, within a month or so, a comprehensive concept of how this can be put into practice," Stoyanov added.  

The Education Ministry pointed out that one of the problems related to the qualification of personnel is the limited interest in vocational schools by prospective high school students. In this regard, coordinated actions with employers' organizations were discussed in order to promote career opportunities in different professions. 

The current legislation regulating access to the labour market in Bulgaria for third-country nationals was also discussed. Employers raised the issue of easing administrative procedures and removing some restrictions. Stoyanov said that work is underway for the ease of foreigners' access to the Bulgarian labour market and for better information about employers' specific needs for workers, because currently there is no single digital portal that would provide such information.
