Parliament’s Budget and Finance Committee approved a bill to ratify a Financial Agreement between Bulgaria and the European Investment Bank (EIB) for a EUR 250 million loan to co-finance EU-funded projects under the 2021–2027 programming period. The vote passed with 13 in favour, 1 against, and 3 abstentions.

Deputy Finance Minister Galya Dimitrova presented the bill, noting that the agreement was signed on September 11, 2025, in Sofia (on behalf of Bulgaria) and on September 17, 2025, in Luxembourg (on behalf of the EIB).

The loan will provide the national co-financing required for projects implemented with EU shared-management funds during the current programming period. Its conclusion was foreseen in the 2025 State Budget Act.

The EUR 250 million represents a structural programme loan, part of a broader credit line of up to EUR 1 billion approved by the EIB to support Bulgaria’s national contributions to EU-funded programmes.

The EIB has supported Bulgaria with similar loans during previous programming cycles - EUR 447 million for 2007–2013 and EUR 500 million for 2014–2020. These resources helped secure national co-financing for 11,377 projects under operational programmes in the areas of transport, environment, regional development, innovation and growth, the Council of Ministers noted in its motives.
