The Council of Ministers Wednesday approved the National Health Insurance Fund’s (NHIF) 2024 Annual Activity and Budget Implementation Reports.
The Activity Report presents detailed information on the organization and management of the NHIF, describing its work during 2024. The report highlights that the NHIF remained a predictable and transparent public institution, managing public funds in line with its objectives and adapting to socio-political changes to guarantee insured persons free access to healthcare. The institution operates according to principles of legality, sound financial management, control, and transparency.
Significant steps were taken toward full digitalization and improving the quality of medical and dental services provided to insured persons. In 2024, the NHIF was certified under the international standard ISO 37001:2016 for anti-corruption management.
Efforts to strengthen and develop administrative capacity continued, including employee training and improving working conditions.
The 2024 NHIF Budget Act approved revenues and transfers totalling BGN 8.168 billion, with corresponding expenditures and transfers at the same amount.
By December 31, 2024, reported revenues and transfers reached BGN 8.345 billion, marking an 18.1% increase compared to 2023, mainly due to higher health insurance revenues.
Reported expenditures and transfers amounted to BGN 8.340 billion, an 18.4% rise over the previous year. Health insurance payments totalled BGN 8.021 billion, increasing by 18.2% compared to 2023.
A positive budget balance of BGN 4.93 million was recorded for the year.
