Cabinet Grants Derogation for Kozloduy Nuclear Plant Contracts and Imports

The Council of Ministers has approved a derogation from Council Regulation (EU) 833/2014 concerning restrictive measures in response to Russia’s actions in Ukraine, the government press service said Wednesday.

The exemption allows Kozloduy Nuclear Power Plant (K-NPP) to sign a public procurement contract with a designated contractor, and to import from Russia iron and steel products required for the implementation of specific contracts. The details are listed in the annexes to the decision.

The main priority at K-NPP remains the highest standards of technical and nuclear safety, radiation protection, workplace safety, and environmental protection. The plant relies on regular deliveries of components from the original designers, engineers, and manufacturers of its equipment to ensure safe and continuous electricity production. Because most systems and components are of Russian origin, certain contracts critical to the reliable and safe operation of Units 5 and 6 have been, or may need to be, signed with Russian suppliers.

K-NPP is Bulgaria’s only nuclear power plant and the country’s largest electricity producer, accounting for over one third of national output. Its contribution to the security and stability of the national energy system is underpinned by its high operational safety and consistent power supply.
