New statistics from the European Public Prosecutor’s Office (EPPO) Annual Report 2025 reveal that 82 cases for fraud and related financial crime cases affecting the EU budget in Bulgaria were opened last year and the estimated damage from those stands at EUR 702 million. The report is available on the EPPO website.
The data, valid as of December 31, 2025, shows that a total of 267 EPPO cases were active in Bulgaria in involving suspected fraud, corruption, revenue and expenditure offences. Of these:
EPPO’s investigations in Bulgaria include a range of funding streams, including agricultural, regional development, research and social programmes - with 84 cases related to regional and urban development, 71 to agricultural programmes, and 27 to employment and social inclusion schemes.
Estimated actual damage to the EU budget from 244 expenditure fraud cases totals approximately EUR 943 million, with an additional EUR 187 million estimated damage to other parties - bringing the total suspected damage to around EUR 1.13 billion.
The number of concluded court decisions and convictions remains modest. According to the statistics:
There were 3 final court convictions recorded in ongoing trials related to EPPO cases in Bulgaria, with no acquittals reported in this dataset.
The Bulgarian EPPO contingent includes 12 active European Delegated Prosecutors, supported by 29 assistants and 15 dedicated investigators.
