The Financial Supervision Commission (FSC) has imposed a new ban on DallBogg: Life and Health insurance company, prohibiting it from carrying out cross-border insurance activities in the EU Member States where it operates freely, the regulator said Wednesday.

The decision, adopted on October 1, 2025, will remain in force until the insurer achieves full compliance with regulatory requirements. The ban does not affect the company’s operations in Bulgaria or the distribution of its products on the domestic market.

On July 1, 2025, DallBogg was prohibited from entering into new insurance contracts, renewing existing ones, or expanding coverage in cross-border operations under the freedom to provide services across all insurance classes. The three-month measure was intended to give the company time to bring its operations into line with the regulatory requirements of the EU Member States where it operates.

The new ban is the result of intensified cooperation between the FSC, the supervisory authorities of the EU Member States where DallBogg is active, and the European Insurance and Occupational Pensions Authority (EIOPA).

An exchange of information between regulators has shown that, despite measures taken by the insurer to improve the organization of its operations, weaknesses, irregularities and breaches of market conduct identified by host regulators remain unresolved.

Furthermore, supervisory actions taken by the FSC have revealed non-compliance by DallBogg with applicable regulatory requirements on the financial standing of insurers operating on the single market.

As a result, the FSC has undertaken enforcement measures to ensure corrective action. The new ban will therefore remain in place until the insurer achieves full compliance.

The FSC recalled that measures against the company are based on coordinated action with regulators in Poland, Romania, Greece, Italy and Spain, in close cooperation with EIOPA.

On September 29, the Romanian insurance regulator ASF prohibited DallBogg from entering into new insurance contracts in Romania as of October 1, 2025, for an indefinite period.

In Poland, the supervisory authority KNF imposed an indefinite ban on DallBogg’s compulsory Motor Third Party Liability operations, effective April 17, 2025.
