site.btaParliament Mandates Insurance, Registration for Electric Scooters and Bans Night-Time Use


Parliament approved amendments to the Road Traffic Act at second reading Wednesday, introducing new requirements for electric scooter riders to have valid third-party insurance and register their vehicles. Electric scooters are now also banned from being used at night.
Previously, riding electric scooters at night was permitted, provided riders wore reflective elements on visible parts of their clothing to ensure they were easily noticeable.
Riders of personal electric vehicles are now required to use cycling infrastructure, or if that is not available, to travel as close as possible to the right-hand edge of the carriageway. The vehicle must be in good working order, have a maximum speed of up to 25 km/h, and the rider must wear a safety helmet.
Until now, helmets were only mandatory for individuals under the age of 18. When crossing at a pedestrian crossing, riders must dismount and cross on foot.
The rules prohibit electric vehicle riders from carrying other people or using a mobile phone. They are also not allowed to walk animals or park their vehicles in parks, gardens, squares, playgrounds, green areas, sidewalks, at entrances to metro stations or buildings, public transport stops, crossings, or in front of ramps for people with disabilities, except in designated spaces.
The minimum age for operating an electric scooter has been set at sixteen. Previously, only those over fourteen were allowed to use electric scooters and only on cycle lanes.
