Julian Popov has been nominated as caretaker Minister of Environment and Water in the Gurov draft cabinet.

Born in Sofia on September 21, 1959. Graduated with a degree in Bulgarian Philology from Sofia University, according to information on the presidential administration website.

Chair of the Board of Trustees of the Bulgarian School of Politics Dimitry Panitza since 2006. Chair of the Board of the Elizabeth Kostova Foundation and member of the boards of trustees of New Bulgarian University and the American University in Bulgaria.

Member of the Advisory Board of the Cambridge Initiative for Clean Energy Investment under its Sustainable Leadership Program and of the Strategic Council of the Tunisian School of Politics, which he helped establish in 2012. Honorary secretary of the British charity Friends of Bulgaria since 1997, which supports homes for abandoned children.

Worked as a consultant on institutional development, environmental, climate, and education policies, advising the European Commission, the World Bank, the European Bank for Reconstruction and Development, the Council of Europe, and others since 1994. Chief consultant for the European Climate Foundation in Central and Eastern Europe since 2008.

Became the first Executive Director of New Bulgarian University in 1990.
