Assoc. Prof. Dr. Mihail Okoliyski has been nominated for caretaker Minister of Health in the proposed Andrey Gurov cabinet. 

From 2014 until June 2023, he served as head of the Bulgaria Office of the World Health Organization. Between 1998 and 2014, he was an associate professor at the National Centre of Public Health and Analyses, Mental Health Department, where he carried out expert work in the field of mental health, project development, national programme design, and epidemiological research. From 1990 to 1998, he worked at Humboldt University of Berlin in Germany in the field of psychiatric rehabilitation.

From June 6, 2023 to April 9, 2024, Okoliyski served as Deputy Minister of Health in the regular government of Nikolai Denkov.

In 2023, he was appointed Chair of the Supervisory Board of the National Health Insurance Fund (NHIF).
