National Assembly Deputy Chair Kostadin Angelov told reporters on Monday that next year, EUR 230 million will be allocated for salaries of employees in all state and municipal hospitals.
According to Angelov, who also chairs the National Assembly Health Committee, the total salary budget for next year is EUR 260 million. Of this amount, EUR 30 million will be allocated to increase the salaries of secondary budget administrators to the Ministry of Health. The remaining EUR 230 million will be allocated to all state and municipal hospital employees. Angelov added that another EUR 34 million, which is currently available, is earmarked for regional hospitals and will be included in the funds for increasing salaries.
The overall increase for employees in secondary administrative bodies, such as emergency centers, psychiatric hospitals, and regional health inspectorates, who receive their salaries directly from the Ministry of Health, will be 150% of the average gross salary for doctors and 125% for healthcare professionals.
Prof. Angelov added that another EUR 34 million, which is currently available and earmarked for regional hospitals, will also be included in the funds for increasing salaries. He added that starting salaries for specialists will be provided in the Medical Treatment Facilities Act and will take the form of subsidies or targeted funding for each medical institution.
These decisions are from the Joint Governance Council and will be written into the final version of the National Health Insurance Fund budget. When asked if he expects disagreements during tomorrow's parliamentary health committee meeting to discuss the NHIF's 2026 draft budget, Prof. Angelov responded, "Of course. We are a democratic society; disagreements are normal." When asked what would happen if the draft was not approved, Prof. Angelov said there was no such danger.
Angelov took part in the 2025 Doctors We Trust forum in Sofia. The initiative is organized annually by the 24 Chasa daily and honors doctors nominated by their patients.
