National Audit Office (NAO) President Dimitar Glavchev received nearly five times less than the amount reported in the media as bonuses from the Audit Office in 2024. The bonus for the first quarter of 2024 amounted to BGN 24,280, and the sum was donated, the Audit Office reported on Tuesday. 

The clarification followed a social media post by Yes, Bulgaria Co-Chair and Continue the Change - Democratic Bulgaria (CC-DB) MP Ivaylo Mirchev, claiming that the Audit Office President had received BGN 113,257 in AMI for 2024, although the name was not specified in the post. 

On April 16, 2024, Glavchev was appointed caretaker prime minister. Under Article 21(3) of the Act on the Court of Auditors, he delegated his powers as President of the Audit Office to his deputy, Goritsa Grancharova-Kozhareva, in line with Article 99(5) of the Bulgarian Constitution. 

As caretaker prime minister in two interim governments (April 9-August 27, 2024, and August 27, 2024-January 16, 2025), Glavchev did not receive any bonuses, only his regular salary as prime minister. During the first caretaker government, he also served as Minister of Foreign Affairs but received no remuneration for that position.

The data are publicly available and declared in the public register.

The amount of additional incentives granted to employees and management in state institutions is determined according to each body’s internal regulations.

Upon returning as Audit Office President in early 2025, Glavchev introduced changes to the internal rules regulating additional incentives, limiting the maximum amount to two monthly salaries for all employees. He further decided that the bonuses for the Audit Office management could not exceed one monthly salary.

The additional funds are derived from savings in the institution’s budget due to unfilled staff positions. When vacancies remain open, the duties are distributed among the remaining employees, and the related remuneration is allocated accordingly. 

For the first quarter of 2025, upon Glavchev’s proposal, neither he nor his deputies received additional remuneration. The same applies to the second quarter, after the National Assembly elected Margarita Nikolova and Silvia Kadreva as new vice presidents of the Audit Office on May 16, 2025, the statement said.
