site.btaProcedure Underway to Register Illegally Constructed Buildings in Serbia's Bosilegrad Municipality
A procedure to register illegally constructed buildings is underway in the Serbian municipality of Bosilegrad. The aim is to enable citizens to regularize their ownership of the buildings they use for residential or commercial purposes, thereby overcoming the problem of illegal construction.
The procedure is carried out in accordance with the current regulations on the special conditions for recording and registering rights to real estate.
The municipal administration has prepared and provided the necessary planning documentation, including a zoning plan for functional zones and tax zones, thus creating the conditions for the start of the application process. The submission of applications started on December 8 and will continue until February 8, 2026. To date, about 50 requests for legalization have been received, with preliminary estimates putting the number of illegally built properties in the municipality at approximately 1,500.
All structures built in violation of the law - without a building permit or occupancy permit, which have not been legalized under previous regulations, as well as structures located on state-owned or privately owned land, including agricultural and forest areas - are subject to registration.
Applications are submitted only electronically via a specialized digital platform maintained by the competent state institutions. Citizens may submit their applications with the assistance of municipal administration officials or independently via the e-services portal. A valid identity document must be presented, as well as details of the real estate property – cadastral number or exact address, type and number of floors of the property, together with documents certifying the right of ownership, such as a purchase agreement, certificate of inheritance or other relevant legal document.
