President Radev Hands Second Government-Forming Mandate to CC-DB

Head of State Rumen Radev will hand over the second exploratory mandate for forming a government to the candidate for prime minister nominated by Continue the Change - Democratic Bulgaria (CC-DB) on Monday, the presidential press secretariat said.

The Constitution states that if in this case the composition of the Council of Ministers is not proposed either, the President shall within seven days assign a subsequent parliamentary group to nominate a candidate for Prime Minister.

Nikolay Denkov of CC-DB and Mariya Gabriel of GERB-UDF said days ago that there were discussions to propose a government for 18 months with a rotating prime minister. Denkov will be prime minister for the first period of nine months while Gabriel is deputy prime minister and foreign minister, and for the second period of nine months Gabriel will be prime minister and Denkov - deputy prime minister. On the same day, Gabriel returned the unfulfilled first mandate to form a government to head of State Rumen Radev.

GERB-UDF announced on Saturday that it was freezing talks with CC-DB after CC-DB MP Radostin Vassilev released a recording saying there was an agreement that the heads of the special services (State Agency National Security, National Security Service, etc.) in the country would be replaced with names that “are cleared with the embassy."

GERB-UDF also stated that talks have been held with European Commission President Ursula von der Leyen and European Council President Charles Michel. In these talks it was discussed how Bulgaria could join Schengen and circumvent the rules for joining the euro area.

Nikolay Denkov said on Sunday that he had not interrupted the dialogue with Mariya Gabriel and hoped the negotiations would be resumed in the coming days.
