Bulgarian Culture Minister Marian Bachev, accompanied by Deputy Minister Todor Chobanov, took part in the informal meeting of the EU Education, Youth, Culture and Sport Council (Culture format) held in Copenhagen on November 3-4, 2025, the Culture Ministry said in a press release on Tuesday.

The ministers discussed the preservation of Ukraine’s cultural heritage, the protection of reliable information in the digital era, and a vision for future European cultural content.

Bachev highlighted Bulgaria’s readiness to provide expert support to Ukraine, including cooperation on underwater cultural heritage in the Black Sea, noting the upcoming confirmation of the Centre for Underwater Archaeology in Sozopol as a UNESCO Category 2 institute. Bulgaria’s proposal to deepen cooperation with Ukraine on the protection of underwater heritage in the Black Sea basin was singled out among the most significant contributions during the plenary discussion.

On the topic of Europe’s vision for cultural content, Bulgaria expressed support for strengthening the European information and media space, emphasizing the need to promote media and digital literacy, accountability and transparency of online platforms, and clear labeling of AI-generated content.

Bulgaria also welcomed the launch of discussions on a pan-European vision for cultural content based on cultural and linguistic diversity, shared values, and equal access.

In addition, Bulgaria joined the Declaration on the necessity of culture and media as a safeguard for our European democracies , reaffirming the role of culture and free media as foundations of the EU’s democratic values.

During the two-day event, Bachev held a bilateral meeting with Ukrainian Deputy Prime Minister and Minister of Culture Tetyana Berezhna to discuss specific areas and mechanisms for deepening cooperation between the two countries, particularly in the protection of underwater cultural heritage, the Ministry said.
