site.btaCabinet Adopts Report on Implementation as at End-June of 2025 Action Plan with Measures Stemming for Bulgaria's EU Membership


The Council of Ministers Wednesday adopted a report on the implementation as at June 30, 2025 of the 2025 Action Plan with measures stemming from Bulgaria's EU membership. Out of 143 measures set to be implemented by end-June 2025, Bulgaria has implemented 76. Of the remaining 67 measures, 45 concern bills yet to be adopted by the National Assembly; 21 of these bills have been tabled in Parliament.
Additional efforts are needed to overcome the delays and implement the measures of the Action Plan within the set deadlines to avoid new infringement procedures against Bulgaria by the European Commission, the Government Information Service reported. Of particular concern are those procedures that are in the judicial phase and in which the European Commission has requested the EU Court of Justice to impose financial sanctions on Bulgaria.
Annex 2 to the report lists 29 non-notified EU directives in the internal market area with an implementation deadline of end-November, 20 of which had a national transposition deadline of May 31, 2025. These directives are included in the so-called Single Market and Competitiveness Scoreboard.
