site.btaGovernment Approves, Sends to EC Proposals for Changes to Recovery and Resilience Plan and Draft REPowerEU Chapter


The Government approved and sent on Wednesday to the European Commission a request for amendment of the National Recovery and Resilience Plan (NRRP) and the draft content of the REPowerEU chapter. The amendment is based on the Regulation on the Recovery and Resilience Facility, which provides for the possibility of changes due to objective circumstances, said the press centre of the Cabinet.
The renegotiation of the NRRP was raised as a clear priority of the regular government and is the result of the intensive and constructive negotiations with the EC services held over the last two months. The main purpose of the submitted request is to create the necessary prerequisites for the successful implementation of the plan during the remaining relatively short period until the end of 2026. The changes also aim to adapt the Plan to the changed economic and political environment, including the consequences of the war in Ukraine, the energy crisis, inflation and the drastic increase in construction costs.
Bulgaria also submitted the long-awaited proposal under the REPowerEU mechanism, which will provide the country with access to additional financing in the amount of nearly EUR 480 million. The proposal includes three new reforms and three new investments aimed at increasing transparency in the connection of new renewable energy capacities, improving the balancing market, creating a framework for managing energy poverty and measures in the social sector, including installation of photovoltaics in buildings for social services, etc., the statement said.
