The main parameters of the consolidated fiscal programme (CFP) as of June 2025 were published on Thursday by the Ministry of Finance.
Revenues, aid, and donations under the CFP as of June 2025 amounted to BGN 39,021.5 million, or 43.2% of the annual estimates. Revenues increased by BGN 4,526.1 million (13.1%) compared to those reported for the first half of 2024. This growth was mainly driven by tax revenues, which increased by 17.1% (BGN 4,663.4 million). Non-tax revenues increased by 9.2% (BGN 485.5 million) compared to those reported for the same period of 2024, while revenues from aid and donations were BGN 622.8 million lower.
Tax revenues (including revenues from social security contributions) amounted to BGN 31,867.9 million, representing 45.0% of the estimated revenues for the year. Revenues from taxes and social security contributions accounted for 81.7% of total revenues under the Consolidated Fiscal Program for the period. The effects of the measures taken by the revenue administrations to increase revenue collection are expected to materialize in the second half of the year.
Non-tax revenues amounted to BGN 5,776.8 million, representing 48.2% of the annual estimates and an increase of BGN 485.5 million, or 9.2% compared to the same period in 2024. These revenues consist mainly of revenues from state, municipal, and court fees, property revenues and income, revenues from concessions, revenues from the sale of greenhouse gas emission allowances, and others.
Revenues from aid and donations amounted to BGN 1,376.8 million.
Expenditures under the CFP (including the Republic of Bulgaria's contribution to the EU budget) as of June 2025 amount to BGN 42,375.1 million, which is 43.8% of the annual estimates.
The budget balance under the consolidated fiscal programme as of June 2025 was negative at BGN 3,353.6 million (1.5% of the projected GDP). It consisted of a national budget deficit of BGN 2,317.1 million and a deficit in European funds of BGN 1,036.4 million. The CFP deficit at the end of the previous year's first half was BGN 636 million, consisting of a national budget deficit of BGN 1,370.7 million and a surplus of BGN 734.7 million. The surplus in European funds was mainly due to significantly lower absorption of expenditure under the National Recovery and Resilience Plan and EU programmes and funds in the first six months of 2024 compared to the same period in 2025.
The fiscal reserve as at 30 June 2025 amounted to BGN 13,160.7 million, including BGN 12,458.1 million in deposits of the fiscal reserve with the Bulgarian National Bank and banks, and BGN 702.6 million in receivables from European Union funds for certified expenditure, advances, and other items.
