The European Commission (EC) Friday announced that it had decided to open infringement procedures by sending letters of formal notice to Bulgaria, Estonia, Greece, Spain, Cyprus, the Netherlands, Portugal and Slovenia for failing to notify national measures transposing the EU rules on the protection of personal data in the exchange of information concerning terrorist offences.

EU Member States had to transpose the legislative changes by November 1, 2025. The eight countries mentioned have two months to respond to the letters of formal notice, after which the European Commission will decide whether to pursue the infringement procedures further, a press release from the EC said.
