The Government approved a draft Financial Agreement between Bulgaria and the European Investment Bank (EIB) for financing the project Bulgaria EU Funds Co-Financing 2021–2027 and authorized the Finance Minister Temenuzhka Petkova to sign it on behalf of the country, the Cabinet’s press service said on Wednesday. 

The agreement represents a second structural loan to cover Bulgaria’s national co-financing for projects funded by the EU under shared management during the 2021–2027 period. It supports key programmes such as Transport Connectivity, Environment, Regional Development, Competitiveness and Innovation in Enterprises, and Scientific Research, Innovation and Digitalization for Smart Transformation.

This agreement will help achieve the goals of these programmes by supporting the development of railway and road infrastructure, including important transport corridors, and integrating Bulgaria’s transport network with that of the EU. It will also improve water and waste management systems, increase energy and resource efficiency in buildings and industry, promote innovative products and services, and strengthen the country’s competitive position. The project aims to drive sustainable and integrated regional development and ensure balanced economic growth in both the medium and long term.

The financial agreement is authorized under Article 70, paragraph 3 of Bulgaria’s 2025 State Budget Act.
