site.btaBulgaria Receives EUR 1.47 Billion from Third Payment Under National Recovery and Resilience Plan

Bulgaria received EUR 1.47 billion from the third payment under the National Recovery and Resilience Plan (NRRP), the Government Information Service announced on Monday. The payment was made after the European Commission assessed that Bulgaria had successfully completed 48 of the 50 milestones and targets linked to the payment request.

Bulgaria submitted the third payment request under the EU Recovery and Resilience Facility on October 1, 2025, with the total amount standing at EUR 1.619 billion. The payment has the largest number of milestones and targets, and covers 22 reforms and 19 investments. The leading measures concern the continuation of reforms in areas such as research and innovation, decarbonization, improvement of the governance framework for state-owned enterprises, and development of e-healthcare.

This is the second payment made to Bulgaria during the government's term of office. With this payment, the total funds received from the European Commission during the year amount to EUR 1.9 billion, which exceeds more than half of Bulgaria’s total allocation under the RRP. Payments to beneficiaries have also increased more than threefold since the beginning of the year, from BGN 1.5 billion to BGN 4.5 billion. Next year, Bulgaria is expected to submit the final fourth and fifth payments under the mechanism, according to the announcement.
