In Bulgaria, only 22.5% of people aged 16 to 74 used generative artificial intelligence tools in 2025, one of the lowest rates in the European Union, according to the latest data on household and individual use of information and communication technologies published Tuesday by Eurostat. Romania (17.8%) and Italy (19.9%) also rank at the bottom of the EU in this regard.
EU-wide, generative AI is used by 32.7% of people in the same age brackets.
Generative AI refers to technologies that can create new content—such as text, images, code, or other materials—based on user-provided instructions. Unlike traditional software, these tools do not merely process information but generate new outputs.
Across the EU, generative AI was most often used for personal purposes, with 25.1% of respondents reporting such use. For work-related tasks, 15.1% of people used these tools, and 9.4% used them for formal education.
By country, generative AI usage was highest in Denmark (48.4%), Estonia (46.6%), and Malta (46.5%), reflecting the most widespread adoption of these technologies within the EU.
