The Counter-corruption Commission has requested the use of special intelligence means three times in 2024, said Atanas Atanassov, Chair of the parliamentary Committee for Control of Security Services, Application and Use of Special Intelligence Means and Data Access under the Electronic Communications Act. He spoke to journalists here on Thursday after a closed-door meeting of the Committee, which heard Denyo Denev, acting head of the State Agency for National Security, and Biser Borisov, Chairmain of the State Agency for Technical Operations, as bodies applying special intelligence means.

The hearing was held in relation to the Counter-corruption Commission's requests for the use of special intelligence means since its establishment on October 6, 2023. 

There are disparities in the use of special intelligence means, Atanassov told journalists. In 2024, the Commission requested the use of such means only three times, which is inexplicable. With what means is this commission fighting corruption, given that one of the most important weapons is special intelligence, Atanassov asked. He did not say how much special intelligence was used at the end of 2023. Special intelligence means were used seven times in 2025, he added.

For 2024, the budget of the Counter-corruption Commission exceeded BGN 10 million, and that was increased to more than BGN 17 million this year. Based on the budget expenditure, the question arises as to what is the effectiveness of this specific counter-corruption body, Atanassov said. "When this commission was created, I was sceptical because it is in practice a quasi prosecutor's office. The effectiveness obviously depends on the political conjuncture," Atanassov argued.
