The Council of Ministers Wednesday approved a draft agreement between Bulgaria and the Netherlands on the exchange and mutual protection of classified information as a basis for negotiations, and authorized the Chairperson of the State Commission on Information Security to sign it. The agreement will contribute to deepening bilateral relations, particularly in areas requiring the exchange of classified information, such as the prevention of terrorist acts, cybercrime and other international threats, the Government Information Service said.
The draft agreement defines the key terms used in the text, identifies the competent authorities responsible for enforcing the agreement, describes the levels of security classification, and the access procedures for such information.
The key security principles and methods of cooperation between the two countries are regulated. The agreement governs the conclusion and implementation of classified contracts. It also includes provisions on the transmission, reproduction, translation and destruction of classified information, procedures for conducting international visits, and actions to be taken in case of breaches of classified information security measures.
