Defence Minister Atanas Zapryanov proposed Tuesday the designation of wartime control points of state bodies. The draft decree of the Council of Ministers to supplement the 2019 government decree on designating wartime control points has been published on the public consultation portal.

The draft decree designates wartime control points of state bodies to ensure the implementation of their wartime tasks. The expected results are related to ensuring the necessary conditions for the work of the relevant state bodies in wartime, the report of the Minister of Defence said.

The need to designate control points for state bodies corresponds to the basic requirements for the sustainability of civil preparedness in NATO, adopted by the Civil Emergency Planning Committee (CEPC) and, in particular, to ensure the continuity of state governance in crises, the document said.

For the implementation of the draft act, no additional costs, transfers or other payments are required for approval under the budget of the Ministry of Defence at the expense of other budgets under the state budget.

A preliminary impact assessment has been prepared for the draft of the cited decree, which contains classified information. 

The decree from March 28, 2019 on designating the control points for wartime, published in the State Gazette, is confidential.
