"Our ambition is to present the Lobbying Bill at the end of June," Bulgarian Justice Minister Georgi Georgiev said here on Thursday, speaking at the Business Integrity and Sustainability Forum 2025 hosted by the Bulgarian Network of the UN Global Compact, in partnership with the UN Global Compact and Transparency International Bulgaria.
In his words, the bill is discussed with representatives of the civil sector and of the Organisation for Economic Co-operation and Development (OECD) and the European Commission.
"We changed the concept so as to make it clear that the idea basically is to bring to light and regulate the way in which certain stakeholders impact decision-making in the legislative process," Georgiev commented.
The Minister emphasized that certainty and rights help business stability. He assured his audience that government institutions are partners to business. "The important thing is to have predictability, which makes it possible to attract more investments, and certainty, which keeps them in this country," Georgiev argued.
"Foreign investments are very important because they create jobs for Bulgarians," he went on to say. "Having new factories takes collaboration among the Bulgarian Government, the non-governmental sector and business," the Minister pointed out.
The ministries of justice and of economy and industry are making progress in drafting a code of ethical conduct for members of the management bodies of wholly or partly state- or municipal-owned commercial corporations. The draft code is to be presented within a couple of weeks. He explained that this project implements Bulgaria's commitments for joining the OECD and falls within the National Recovery and Resilience Plan. "Improving corporate governance is another priority," Georgiev said.
