Bulgaria showed the largest decrease in incarceration rates in the period between January 2021 and January 2022, reported by prison administrations among the European Union (EU) countries exceeding one million inhabitants, according to the Council of Europe’s Annual Penal Statistics on Prison Populations for 2022, released on Tuesday.
