Parliament Ratifies EUR 250 Mln Financial Agreement with EIB

At its regular sitting on Friday, Parliament adopted a bill to ratify the Financial Agreement between the Republic of Bulgaria and the European Investment Bank (EIB) for the project “Bulgaria – EU Funds Co-financing 2021–2027 (SPF)”.

Under the agreement, the Bank will provide Bulgaria with a structural programme loan of EUR 250 million. The funds will enter the state budget and will cover the national co-financing for projects implemented under the programmes Transport Connectivity, Environment, Regional Development, Competitiveness and Innovation in Enterprises, and Research, Innovation and Digitisation for Smart Transformation.

According to the parliamentary Budget and Finance Committee’s report, the loan is part of a credit line of up to EUR 1 billion approved by the EIB for Bulgaria to support national co-financing of projects implemented with EU shared-management funds during the current programming period. Under this credit line, a first financial agreement for a Structural Programme Loan was concluded in 2024. That agreement set the financing ceiling under the credit line (up to EUR 1 billion), within which financial agreements may be concluded during the 2021–2027 programming period in line with the country’s budgetary needs, and provided the first Structural Programme Loan of EUR 250 million. The loan has been fully disbursed, the Committee’s report also said.
