Administrative bodies, organizations providing public services, persons performing public functions and the judiciary may request the presentation of an identity document only to verify identity and, if necessary, citizenship, by means of the data on the circumstances contained therein. They shall not be entitled to request and collect copies of Bulgarian identity documents, unless the collection of copies is expressly provided for in a special law or a higher-level regulatory act as their obligation to identify certain categories of natural persons. Parliament adopted on Tuesday at second reading amendments to the Bulgarian Identity Documents Act.

An editorial proposal, made in the Assembly by Peter Petrov from Vazrazhdane to include banks and other persons providing services for a fee among the institutions that cannot request copies of personal documents was rejected. Among the changes adopted was also the reduction of the time limit for the replacement of a driving license from 90 to 75 days, if it is submitted to a diplomatic or consular mission of the country abroad.
