Galab Donev MP of Progressive Bulgaria Tuesday identified restructuring the budget's expenditure side as a major priority. He spoke during consultations held by President Iliana Iotova with representatives of Progressive Bulgaria (PB) as part of the process of granting the first exploratory mandate to form a government.
“I would not go into depth regarding public finances and the state budget, as I am not thoroughly familiar with the official reports from the Finance Ministry. I would mention the concerning state of the budget deficit, which stands at 1.4% of GDP as of April,” Donev added.
He said that one of the first decisions the National Assembly may need to take is to set a new debt ceiling, in order to ensure the State can cover payments for pensions and salaries.
According to him, the increase is mainly due to expenditure on personnel and pensions, and capital spending. “This indicates that the structure of the expenditure side is not well organized and will lead to a number of negative consequences, as these are long-term expenses that recur over the years,“ he added. Donev also noted that the absorption of European funds under the EU funds and the Recovery and Resilience Plan is progressing slowly and with delays.
He said that the main focus regarding these payments will be on “what can be saved and renegotiated.“
