No Parking Zone Price Increase in Sofia on January 30, Mayor Says

Sofia Mayor Vassil Terziev told reporters on Thursday that there will be no increase in parking zone fees on Friday (January 30). If any changes are introduced, they will come in the coming months.

Earlier on Thursday, the Supreme Administrative Court overturned a lower court ruling that had temporarily blocked Sofia’s planned changes to paid parking, including higher fees and an expanded Blue Zone and Green Zone. The decision removes the procedural obstacle created by a November 27, 2025 ruling of the Administrative Court Sofia City, which had tried to stop the amended traffic-organization ordinance from being applied ahead of a final outcome and had also declared the Sofia Municipal Council’s November 13, 2025 decision invalid.

Terziev said the court decision has not de facto entered into force yet. Considerable preparation is still required, including an information campaign. The Sofia Urban Mobility Centre has substantial work ahead to prepare before any zones are introduced, he noted.

According to the mayor, a second key element of the parking reform is also before the court: the report regulating how revenues collected by the Urban Mobility Centre are distributed among the Centre, the Municipality, and district administrations. "The real reform lies there, not in raising prices or expanding zone coverage. Without this part, there is no reform at all," Terziev said.
