Outgoing Finance Minister Petkova: Strategy Opens Government Securities Market to Individual Investors

The Council of Ministers adopted a strategy to organize the primary offering of government securities aimed at individual investors, Finance Minister Temenuzhka Petkova said at a briefing on Tuesday.

Petkova said the strategy targeted retail investors, both individuals and legal entities. She added that, ahead of the Council of Ministers’ decision and the adoption of the strategy under an order by the Prime Minister, an interdepartmental working group had been set up with experts from the Ministry of Finance, the Bulgarian National Bank and the Financial Supervision Commission.

The task of the working group was to review international experience in this area and to develop a strategy and a concept that would allow retail investors to take part directly in Bulgaria’s government securities market, Petkova said.

She added that this was an important step that would allow any citizen who wanted to do so to participate in the government securities market. In Petkova’s words, this would also develop Bulgaria’s capital market, which was one of the European Union’s main priorities in financial policy.

She also said Tuesday’s decision to create the strategy and concept opened up a very good opportunity for citizens to participate in the market and to improve their financial literacy.
